WITH reference to your letter of the 17th ultimo, transmitting copy of a despatch from His Majesty's Ambassador at Tôkiô, upon the subject of the fraudulent registration in Japan of the "Congratulation" and trade-marks, and stating that it is proposed to communicate the substance of the despatch to the owners of the marks, I am directed by the Board of Trade in reply to state, for the information of Sir E. Grey, that they have no objection to offer to the course suggested,
